Rate- A quantity measured with respect to another measured quantity.
Difference between ratio and rate- A ratio is the comparison between two numbers with the same unit. For example 3 oranges to two oranges. On the other hand, a rate is an indication of the measurements of different units per unit. For example, the statement 3 oranges/ person shows the relationship between the measurement of oranges per person.

Coin Rate:
How many pennies would there be in each jar (saying there were 6 jars).
If there were 3000 pennies combined in 6 jars, you would just need to find the unit rate (divide each numbers by 6) and then you would get your answer. So there are 500 pennies/jar.
